Rescuers found five bodies on Monday and were searching for 20 more people feared dead in northern India after they were swept away by a sudden surge of water released from a dam, officials said.

Rescue workers were scouring the Beas River for 19 students and a guide who remain missing after being hit by the wall of water on Sunday night in the Himalayan state of Himachal Pradesh.

The engineering students, who were on a college trip, were standing on the banks of the river taking photographs when the water came racing downstream from a hydroelectric power plant.

The 24 students who were washed away are from the VNR Vignan Jyothi Institute of Engineering and Technology campus in the Bachupally suburb of the southern city of Hyderabad.

"So far five dead bodies have been retrieved," the National Disaster Response Force said in a statement.

Fifty students had been travelling on buses to the tourist hill station of Manali when they stopped in the Kullu Valley, some 200 kilometres from the state capital of Shimla, officials said.

As the search continued, anger mounted among students and teachers who said they received little warning before the water hit.

"I tried to alert my friends... I ran towards my friends but by then, the water level had shot up," student Ravi Kumar told the Press Trust of India news agency.

"I tried rescuing four or five of them but in a matter of seconds, the water had risen to five to six feet," he said.

"My friends lost their footing and drowned before my eyes," he said.

Some 84 soldiers, divers and other rescue workers were searching for the students as their distraught parents arrived from Hyderabad.

Rescuers were seen combing the banks of the river, while others in kayaks and inflatable dinghies were checking the water downstream. Television footage showed soldiers carrying a body bag from the river to a waiting jeep.

"It is very difficult to retrieve the bodies due to deep cavities at the dam site," senior police officer Rakesh Kanwar told reporters.

Himachal Pradesh Chief Minister Virbhadra Singh ordered an inquiry into the cause of the accident, while local media reported that several engineers from the state-run Larji power project have been suspended.

"If any negligence is found on anybody's part, suitable action will be taken," Singh told reporters from the site where a string of top politicians gathered throughout the day.

India President Pranab Mukherjee expressed his sadness at the tragedy and urged authorities to prevent a similar incident from happening again.

"Necessary action may please be also taken to investigate the cause of the accident and ensure that such mistakes do not happen in future," the president said in a statement.

Mandeep Singh, an engineer from the hydroelectric plant, said a "warning hooter" was sounded before the water was released but "the warning was not heeded."

An unnamed student told reporters that "many of us did not understand the warning sound and by the time we did it was too late."

The Himachal Pradesh High Court on Tuesday asked the state government to file a report by June 16 on Sunday's tragic incident in which at least 24 students were washed away by the flash-floods in the Beas river triggered by sudden release of water from a dam.

The direction from the High Court came after a huge outcry over the tragic incident and reports that the engineers at the Larji hydropower plant allegedly discharged water into the river without warning.

Meanwhile, the bodies of five of the 24 students recovered by the rescuers were flown back to Hyderabad yesterday evening. A plane carrying 22 survivors of the group also returned to Hyderabad on a special flight arranged by the Andhra Pradesh government.

As the rescue work continues for those missing, the survivors claimed that the water was released from the dam without a warning and the help from the local administration also came late.

Students who survived the Beas river tragedy in Himachal Pradesh alleged that help came hours later for them and that there was no siren to alert the people about the release of water nor any danger mark signboards on the river bank.

Union HRD Minister Smriti Irani and Himachal Pradesh Chief Minister Virbhadra Singh visited the mishap site yesterday and promised stern action against those found guilty of negligence in the case.

The Chief Minister had earlier ordered a probe and suspended the erring resident engineers of the 126 MW Larji hydropower project being run by the state electricity board. A case of negligence has also been registered.

For the ill-fated group of students of the VNR Vignana Jyothi Institute of Engineering and Technology in Hyderabad, merrily taking photos on the banks of Beas river in Himachal Pradesh, tragedy struck in a matter of couple of minutes as they were washed away in the swirling waters which suddenly rose several feet.

The students were all from an engineering college in Hyderabad. They were standing on the Beas river's edge on Sunday evening taking photographs when they were hit by a torrent of water. So far, the bodies of four girls and a boy have been recovered, while 20 students and one tour guide are still missing.

Yesterday, soldiers, police and other rescue workers were seen combing the banks of the river, while others in kayaks were paddling slowly downstream, checking around boulders. Divers, special forces of the Army and two helicopters have also been pressed into service.

Civil aviation minister and senior TDP leader Gajapathi Raju accompanied the families of students to Himachal Pradesh on Monday evening. Many of them have opted to stay back in the hope that the bodies of their kin will be recovered today.

A group of nearly 50 engineering students were travelling on buses to the tourist hill station of Manali when they stopped in the Kullu Valley, some 200 kilometres (130 miles) from state capital Shimla.

The surge of water occurred when a hydroelectric power project opened its floodgates, sending tonnes of water downstream, officials have said. "It was not an accident, it was negligence. There was no warning or safety measure there," said K Kavitha, a parliamentarian from the TRS, the party that governs Telangana.

Ravi Kumar, who survived the disaster, said, "The water level suddenly rose to five or six feet and the students who were close to the river were washed away." He said no help came from the district administration for hours, an allegation repeated by other students.

Angry locals say authorities had failed to issue a warning about the release of water from the dam. The additional district magistrate has, however, claimed that a siren went off before the dam water was released.

Chief Minister Virbhadra Singh has ordered an inquiry to fix responsibility for the tragedy. Two senior engineers in charge of the Lajri dam have been suspended for alleged negligence.

24 engineering students, including six girls, are feared to have been washed away this evening in River Beas near Thalot on Manali-Kiratpur Highway, 40 km from Mandi, police said on Sunday.

The sight seeing trip to Himachal Pradesh turned tragic for the Hyderabad students who were taking photographs on the bank of the river.

Gushing waters of the Beas swept them away after water was suddenly released from the reservoir of 126 MW Larji hydropower project.

The incident took place around 7 pm near Thalot, 61 km from Mandi, when the students from the Hyderabad-based engineering college VNR Vignana Jyothi Institute of Engineering & Technology, Bachupally, Nizampet, were trying to click photos on the bank of the river.

The students drowned when water from Larji dam was suddenly released without any warning.

Rescue operation

As the tunnel joins river Beas, the students were thrown into the middle of the river. While some managed to reach the bank, others were swept away. Some students were drowned while trying to save others, police said.

"Exact number of students who were swept away is not known as the rescue operation is still on. They were trying to click the photos near the Larji dam tunnel when the dam staff suddenly released the water from the dam located on other side of the tunnel. The students were unaware of the water threat. The flow of the water was so strong that they did not get a chance to reach the bank. While some were washed away and were thrown into river Beas, some even tried to save themselves by climbing on rocks. They were drowned as the water force increased. Some were saved by locals by throwing ropes," Kuldeep Rana, Additional SP, Mandi, said.

Another police official said that when the water was being released, the locals also raised the alarm but the dam staff ignored the same.

No warning was issued before releasing the water.

According to the police, there were 61 people, including students and staff, who were on their way to Manali in two college buses. There were 13 girl students.

Local administration swung into action after the police was informed by the locals.

The darkness hampered the rescue operation which continued till late night.

People living along the two sides of the river bank downstream of the dam have been alerted to inform the police about any person sighted by them.

Massive search operations have been launched to trace the missing students but there was no success due to darkness.

The incident has sent shock waves and parents and friends of the missing students are making frantic calls to know about their whereabouts.

This is the second major accident in the state in less than three months.

Nearly two months ago, 15 people were killed and nearly two dozen injured when their overloaded mini- bus rolled down a 400- feet deep gorge in Himachal Pradesh's Sirmaur district. The bus was on its way from Milla village to Paonta Sahib.

In another accident in 2013, all 21 people travelling by a private mini-bus were killed when the vehicle skidded off the road and rolled down more than a 500-foot deep gorge in Himachal Pradesh's Sirmaur district.

Minister of Civil Aviation Ashok Gajapathi Raju will visit Manali to oversee the search for the missing students. The operation is being undertaken in coordination with the Government of Andhra Pradesh. Steps are being taken to facilitate airlifting of parents of the victims to Kullu-Manali.

Union HRD Minister Smriti Irani on Monday assured the state of all possible assistance from the Centre. Irani assured the state Education Ministry, held by Chief Minister Virbhadra Singh,"of all assistance and support required from the Centre", a statement released by the HRD ministry said.
She also spoke to the faculty of the engineering college in Hyderabad who was accompanying the traveling student group. The principal of the college was also assured of all cooperation to tackle the tragedy.

Five students from a Hyderabad college have died and 19 are feared drowned in a flash flood in Beas in Himachal Pradesh after a hydropower plant released water without warning.

"We have recovered five bodies till now. But the volume of water is making operations a bit tough," a Sashastra Seema Bal official, part of the rescue team, said at Pandoh Dam in Mandi district.

Additional Deputy Commissioner Pankaj Rai said one of the bodies was recovered from the dam, whose floodgates were closed after the accident, IANS reported.

The dam is some 15 km downstream from the accident spot.

The accident spot is located some 200 km from state capital Shimla and on the border of Kullu and Mandi districts.

The students, six of them girls, were from V.N.R. Vignana Jyothi Institute of Engineering and Technology in Hyderabad. They went missing after strong currents in the mighty Beas washed them away.

The chances of survival of the students were bleak, officials said.

More than 60 students and faculty members were on an excursion to the picturesque tourist resort of Manali. Some of them were getting themselves photographed on the banks of the river in Thalaut area near Hanogi Mata temple when they were washed away.

The water level suddenly increased due to release of water in the river without warning from a nearby hydropower project.

Chief Minister Virbhadra Singh reached the accident spot to oversee the rescue operation.

Singh ordered a probe by Divisional Commissioner Onkar Sharma into the release of water by the project authorities without a warning, said a government spokesperson.

He has ordered the suspension of erring resident engineer of the 126 MW Larji hydropower project being run by the state electricity board. A case of negligence was registered.

A team of the National Disaster Response Fund (NDRF), headed by Commandant Jaideep Singh, is likely to reach the spot by noon, official sources said.

The NDRF team comprises 72 people were dispatched from Delhi.

The students were here on an industrial tour and left Hyderabad on June 3. Faculty member Kiran who accompanied the students was also missing as of now and the college authorities were not able to establish contact with him. The students are from second year of Electronics and Instrumentation Engineering branch said college sources.

Cyberabad Police Commissioner CV Anand said that the police authorities are in touch with the Mandi SP and gathering information. He said a team of officers were monitoring the situation and a helpline number has been opened to help the families of the stranded students.

Delegation leaves:
A high level delegation led by Telangana Home Minister Nayani Narasimha Reddy is rushing to Himachal Pradesh to oversee the rescue and relief operations in Kullu. Chief Minister K Chandrasekhara Rao reviewed the situation and directed the Home Minister to take an IAS and IPS officer along with the team.

The divers who are on the search operations could retrieve three dead bodies of the students out of the 24 students who were washed away. They were identified as Akula Vijeta, Iswarya and Rambabu.

The minister reached New Delhi, from where he will fly to Kullu to personally see the rescue operations for 24 students of a Hyderabad-based engineering college.

Information Technology Minister K. Tarakarama Rao said they received information that the authorities in Himachal recovered three bodies.

He said a control room was opened in the office of Hyderabad district collector to provide information about the tragedy.

"The government will make necessary arrangements to take parents of the missing children to Himachal Pradesh. We will also arrange a flight to bring the bodies of the students," he said.

Andhra Pradesh Chief Minister N. Chandrababu Naidu has also offered to send the parents of the missing students to Himachal by a special flight.

Naidu reviewed the situation arising out of the tragedy. He directed cabinet minister Narayana and IAS official Satish Chandra to go to Himachal to monitor rescue and relief work.

5 bodies recovered, massive search on for others

Rescue workers on Monday morning recovered five bodies from Himachal Pradesh's Mandi district several hours after 26 people, most of them students, were washed away by the Beas river when engineers at Larji hydropower plant allegedly discharged water into the river without warning.

“Have recovered 5 bodies till now, the volume of water is making operation a bit tough,” Sanjeev, a senior Sashastra Seema Bal (SSB) official said.

With this, the death toll in Saturday's accident has risen to five, according to Deputy Additional District Magistrate Pankaj Rai. Though the rescue operation is in full swing, the fate of others washed away in the flooded Beas river is still not known.

At least 24 students of the VNR Vignana Jyothi Institute of Engineering and Technology in Hyderabad, including six girls, one teacher and a tour manager, were washed away by the Beas river after its water level suddenly increased, and chances of their survival are bleak.

More than 60 students and faculty members, split in two groups, were on an excursion to the picturesque tourist resort of Manali. Some of them were getting themselves photographed on the banks of the river in Thalaut area near the Hanogi Mata temple when they were reportedly washed away as the flow in the river suddenly increased without prior warning.

The Seema Suraksha Bal, which is involved in the rescue operation, has retrieved two bodies out of the Pandoh dam this morning. The missing include 24 students, one faculty member and a tour manager. Search operations for the missing people is currently underway.

Telangana Home Minister Naini Narsimha Reddy and a police team are leaving for Himachal Pradesh after the tragedy. Reddy will be leaving for HP upon instructions from Telangana Chief Minister K Chandrasekhar Rao.

"Telangana DGP Anurag Sharma and Cyberabad Police Commissioner CV Anand are in touch with top police officials of Himachal Pradesh," Assistant Commissioner of Police (Petbasheerabad Division) M Srinivasa Rao said.

"A group of 48 students studying II-nd year Electronics and Instrumentation at a city-based private engineering college were on a study tour of HP when the tragedy struck them this evening," Srinivasa Rao said. The study tour had started from June 3, he added.

Srinivasa Rao spoke to one of the students of the group and quoted him as saying that "the incident occurred as a group of around 25 students, including seven girls, were taking photographs near the river bank when there was a sudden gush of water in which they were feared to have been washed away. We are in constant touch with some other students who had gone on the trip. I have been informed that it was a 10-day tour," the ACP said.

Andhra Pradesh Chief Minister N Chandrababu Naidu also expressed shock and anguish over the incident. Naidu is also reported to have requested the Himachal Pradesh government to expedite relief and rescue operations.

Two teams of the National Disaster Response Force (NDRF), which include deep water divers, have reached the spot to help with rescue operations.

The NDRF teams, comprising 84 personnel, have been dispatched following a directive from Home Minister Rajnath Singh, a Home Ministry official said.

Union HRD Minister Smriti Irani is due to visit the site of tragedy in Kullu in a short while. Expressing her grave concern over the tragic incident in Himachal Pradesh, the Union HRD Minister today assured the state of all possible assistance from the Centre.

Irani assured the state Education Ministry, held by Chief Minister Virbhadra Singh, “of all assistance and support required from the Centre,” a statement released by the HRD ministry said.

Meanwhile, the Himachal Pradesh authorities have issued helpline numbers through which latest information related to the rescue operation and the survivors can be obtained.

At least 24 engineering students from a private college in Hyderabad were washed away in the Beas River in Mandi district of Himachal Pradesh on Saturday evening. Forty-nine students and 16 staff of VNR Vignana Jyothi Institute of Engineering and Technology, Bachupally, were visiting the river in Thalot village when the mishap occurred.

Mandi superintendent of police R.S. Negi said that the students were swept away when water was suddenly released into the river from the Laarji Hydropower Project after 6.30 pm. According to the faculty members, who witnessed the mishap, the group was taking photographs when a huge quantity of water rushed down.
“The students were standing on the rocks on the bank when the gates of the Larji dam were opened and the water washed them away. I too fell into the water, but was pulled out by some students,” said Mr Kiran, a faculty member who was with the students.

Mandi Police officials said that the Larji dam is usually opened in the evening as one part of the river gets filled with water from melting ice. “They must have got into the river as there was no water when they reached there. A total of 18 boys and six girls were washed away in the sudden flow of water,” said Mr Negi. The students, meanwhile, said that the rescue team reached late despite the emergency services being alerted.

The SP added that rescue operation had become difficult due to darkness and rapid flow of water. “It’s almost impossible to continue the rescue mission now due to hazardous conditions in the river and the area around. We will resume the operation early morning on Monday,” he said. The excursion team had left for Himachal Pradesh on June 3. The students belonged to all batches of the Electronic and Instrumentation Engineering (EIE) department.

The bodies of two of the 24 students, who were washed away in the Beas river near Mandi in Himachal Pradesh, have been recovered from the Pandoh dam reservoir.

The incident occurred at around 6 pm on Sunday when the students, six of them girls, were clicking pictures on the banks of the river. They were on their way from Shimla to the resort town of Manali for an excursion. A sudden release from the reservoir of the Larji dam led to a surge in the water level in the river which is feared to have swept away the students. One bus conductor is also reportedly missing.

Ravi Kumar, a college student who was part of the group and an eyewitness to the incident, said, "I tried calling out to my friends, but my voice got stuck. They also saw the water level rising, I tried helping few of them, but in a span of six seconds, the water level rose to five or six feet...in front of my eyes, they got drowned."

The missing students were part of a 46-member sightseeing group from the VNR Vignan Jyothi Engineering College.

Angry locals protested, saying authorities had failed to issue a warning about the release of water from the dam. However, the additional district magistrate has claimed that a siren went off before the dam water was released but the students may not have been able to understand what it was for.

"Also contacted the faculty member who was at the accident site. Was assured by Tehsildar Sadar Mandi that medical aid has been provided (sic)", she added.

Andhra Pradesh Chief Minister Chandrababu Naidu expressed shock and anguish over the incident. Mr Naidu has requested the Himachal Pradesh government to expedite relief and rescue operations, official sources said.

Telangana Chief Minister K Chandrasekhar Rao too expressed shock and deep anguish over the incident. He has rushed a team, headed by the Home Minister, to Himachal Pradesh to take stock of the situation.

The students, reportedly from Hyderabad's VNR Vignana Jyothi Institute of Engineering and Technology, were swept away after a flash flood occurred in the river, said reports.

Rakesh Kanwar, a senior state government official, said: "The water was released by the Larji power project dam."
